The memorial is part of the phase 1 restoration project of the historical site with a total cost of over 40 billion VND. After its completion on February 23, 2004, a convoy of 11 trailers transported 12 parts of the monument from Nam Dinh to Dien Bien Phu city. On March 1, 2004, the convoy was warmly welcomed by tens of thousands of people in a solemn and lively atmosphere. On the same day, all parts of the monument were brought to D1 Hill for assembly. The monument was officially inaugurated on April 30, 2004, coinciding with the 50th anniversary of the historic victory of Dien Bien Phu.

The monument features three soldiers and a Thai ethnic child standing on top. The pedestal measures 3.6m, the height is 12.6m, and it weighs 220 tons. The soldier in the middle waves a flag, symbolizing pride and victory, while the soldier holding the child represents national unity and honors the heroes who fought in the historic battle.

To reach the memorial, you need to climb 320 steps, symbolizing the 320 days and nights of the Dien Bien Phu campaign. Along the way, there will be three different rest stops, each representing a stage of the battle.
On both sides of the path are 56 green stone milestones symbolizing 56 days and nights of fighting, sacrifice, and the hardships of our military and people. Surrounding the monument are many types of flowers and trees, creating a beautiful and majestic natural landscape.

In the ceremonial area, there is also a relief 7.5m high and 58m wide made from 217 green stone slabs weighing nearly 400 tons. This is also the largest relief in Southeast Asia, depicting the entire scene of the Dien Bien Phu campaign.
