Non Nuoc Pagoda, also known as Duc Thuy Son, is located at the foot of Non Nuoc Mountain, by the Day River and the Van River mouth, in Thanh Binh Ward, Ninh Binh City. The pagoda is about 7 km from Hang Mua and about 9 km from Trang An - Hoa Lu.

The pagoda was built by the national monk Nguyen Minh Khong during the reign of King Ly Nhan Tong. In the 13th century, during the Tran dynasty, Non Nuoc Pagoda was renovated by monk Tri Nhu and was given a new name "Duc Thuy Son" by the scholar Truong Han Sieu.
This place is a witness to the transfer of power between the Dinh and Le dynasties, playing an important role in the strategy at the confluence of the Day and Van rivers, as well as on National Route 10 during the resistance against the French. The entire area of the pagoda covers about 2000m2 and is entirely built of stone during the reign of King Ly Nhan Tong.
